I'm confused. The linked article says Raythen et. al. built it, on a Russian oil platform, and I read that an Army Col. and an Air Force General (or something), are making statements. Could all this be a ruse to freak out the North Koreans? And what of the article on the same blog that says that the state is backing a study of the Northwest Passage?
